On Wednesday, March 18, 2025, the reorganized Joint Monitoring and Assessment Committee (RJMEC) is working on the 1265th African Union Peace and Security Council (AUPSC).
In his statement to the council, effectively, RJMEC Chairman Amb. Major General George Owinaw (RTD) observed that the Republic of South Sudan (R-ARCSS) reconciliation agreement on dispute resolution faces the most serious challenges since its signing in September 2018.
In his statement, Amb. General Owinow said that in January and February this year, the clashes continued in Nasir County, the west of the Nile River, in Upper Nile, following reports of armed conflicts involving troops belonging to parties signing the agreement between Western Exteria and West Bar El Gazar.
“As a result, political tensions in Juba and across the country are rising and there is an urgent need to prevent them from increasing any further,” he said.
His recommendation to the council, Amb. General Owinow repeated the need for leaders of R-ARCS parties to escalate tensions, taking on a constructive dialogue and cease actions that could speak in one voice.
He called on the AU Peace and Security Council to suspend all actions that further undermine trust and trust in the peace process and to win over the parties to the regenerated peace agreement to reinvigorate the functioning of the security mechanism.
Additionally, the chairman states that the revitalized transitional government of national unity (RTGONU) should prioritize the completion of Phase I of military unity and begin phase II, as well as disarmament, demobilization, and reintegration (DDR), moving forward with the constitutional process and preparation for the implementation of fair and reliable elections in 2026.
“Please consider energizing existing mechanisms supporting South Sudan, including a wise panel, and actively engaging with future political parties in the spirit of dialogue and reconciliation,” Amb. General Owinow added.
