His President of the Commission, Dr. Omar Aleu Toure, acted on the recommendations of the 53rd Mediation and Security Council (MSC) at the Ministerial Level, held on December 11, 2024 in Abuja, Nigeria, and deployed a high level of political mission in the Republic of Liberia from March 23 to March 27, 2025.
The mission was led by Professor Ibrahim Gambari, former secretary general for UN political issues and the Minister of Foreign Affairs of the Federal Republic of Nigeria. The mission consisted of Moudjib Djinadou, director of political affairs at Unowas, representing the special representative of the UN Secretary-General, and heads of Unowas. He is a member of the ECOWAS Ambassador to the Federal Republic of Nigeria and the Republic of Guinea-Bissau, Joao Ribeiro Butum, and the ECOWAS Permanent Representative Committee (PRC). The mission was supported by a technical team led by his Josephine Nkulma, a representative of Liberia’s Ekowas. Ebenezer Asidu, head of democracy and excellent governance. Serigne Mamadou Ka, AG. Head election support; Constant Gnacadja, A.G. Mediation and coordination of regional political issues, staff member of the ECOWAS Committee’s Political Issues, Peace and Security Bureau.
In leading the mission, Professor Gambari served as president of the Republic of Liberia, including Joseph Nyuma Boachey and former presidents Ellen Johnson Sulf and George Manne Weir. The mission also met Foreign Minister Sarah Bethorrow Nyanti and senior officials from the ministry. Additionally, the mission held consultations with key stakeholders, including leaders of representatives of the House and representatives of the international community, regarding the continued impasse in the House.

The mission focused on the positions of various stakeholders and called on all stakeholders to prioritize peace and stability in Liberia, paving the way for the country’s comprehensive socioeconomic development and deepening democracy.
In this regard, the mission encourages:
President Joseph Nyuma Boachey and his predecessors are working closely together to strengthen the peace, stability and development of the country. All stakeholders who respect the Supreme Court’s imminent decision. All stakeholders will develop a roadmap to quickly end the impasse for House leaders. International stakeholders are supporting the ongoing efforts to find lasting solutions to the current political impasse in the country.
Finally, the mission wants to assure all stakeholders of Ekowas’s lasting commitment to supporting Liberia in promoting peace, sustainable development and excellent governance.
