The second ministerial meeting of the Khartoum process began on Wednesday, September 4th, 2025 under the chairmanship of Foreign Minister, Immigrants and Egyptian expatriate Badr Abdelatty.
The event involves coordination and consultation on issues related to migration from East Africa to European countries.
The meeting is being held with new administrative capital. Prior to the inauguration ceremony, group photos of participating delegations were previously taken, including ministers involved in migration from member states of the Khartoum Process, which have been chaired by Egypt since April 2024.
The Khartoum process includes 40 member states, including the European Union (EU) countries, Switzerland and Norway, the Horn of Africa and East African States, and the EU Commission and the African Union (AU) Commission.
The Khartoum process, launched at a ministerial conference held in Rome, Italy on November 28, 2014, is a platform for political cooperation among countries along the migration route between the African and the corner of Europe.
It also aims to establish ongoing dialogue to strengthen cooperation on migration and mobility.
The process also seeks to assist Member States in identifying specific projects to address human trafficking and smuggling in immigration and other migrant-related areas.

Additionally, the Khartoum process provides new driving forces for regional cooperation between countries of origin, transport and destinations regarding travel routes between the Horn of Africa and Europe.
The dialogue aims to generate a common understanding of migrant trafficking and smuggling, opportunities for balanced partnerships, and a spirit of shared responsibility and strengthening cooperation.
After its launch in 2014, Egypt chaired the Khartoum process and, as of April 2024, it was the second chairman when it held a meeting of the Steering Committee and a meeting of senior officials.
Egypt’s tenure is top priority to pushing existing efforts in a variety of subject areas, advocating a comprehensive approach to migration.
Themes include establishing legal immigration routes, integrating humanitarian, development and peace initiatives into migration debate, addressing the impacts of climate change on evacuation, and fighting human trafficking and migrant smuggling.
