Dodoma – The government recorded great progress in implementing various development projects and launching others in fiscal year 2024/25.
Mohammed Muchengerwa, Minister of State for Regional Management and Local Government President’s Office (PO-Ralg), told the Parliament on Wednesday that many achievements have been recorded in implementing the 10.125Tri/- budget approved under the Docket for 2024/25.
Mchengerwa was speaking in the table of his ministry’s 11.782tri/- Budget Estimates for fiscal year 2025/26.
He said the government has recorded excellent performance through PO-Ralg in implementing various projects under the health, education and infrastructure sectors, among others.
The minister said at least 158,916 teachers had been promoted, which amounted to 214% of those assigned, and that the structure of the 5,027 teachers applied after 2,358 teachers had changed.
Minister Mchengerwa said the government has successfully renovated and built the new schools and classrooms.
He said classrooms increased from 191,708 to 254,393, an increase of 32.69%, primary schools spiked from 16,406 to 17,986, a rise of 9.63%, and middle schools increased from 3,863 to 4,894, a rise of 26.68%.
He added that toilet facilities have increased from 206,670 to 278,911 (elementary schools), and from 92,724 to 120,970 in middle schools.
Additionally, teacher housing units include 58,637 to 60,429 libraries, 1,537 to 2,665 labs, 8,072 to 8,710 labs, 2,245 to 3,245 dorms, 871 to 1,004 dorms;
Mchengerwa noted that 868 schools have been renovated, including 794 primary schools and 74 secondary schools. A total of 45,804 teachers were also employed.
With the free education programmes in elementary and junior high schools, the Minister said the grant increased to 2496.6 billion/ in 2020/21 – 484.27bn/- 2024/25. This is a 93.97% increase.
However, the Minister said that during the above period, 1,379 disciplinary claims against teachers have been received by employers by district-level disciplinary authorities. Of these cases, 1,141 disciplinary cases have been investigated, with 238 at various stages of decision making.
In the loan clause, the government through Poralg released a total of 8,275 women, young people and people with disabilities, totaling 8.284 billion/-.
At least 40.71bn/- went to a group of 4,557 women, 36.64bn/- was directed to a group of 2,827 youths, and 5.48bn/- was provided to a group of 891 people with disabilities.
The minister said by March this year, a total of 1.5 billion/- equivalent to 66.47% of the approved funds for communication allowances for 165 municipal authorities villages and street chairs, with annual revenue covering 12,263 villages and 2,161 streets.
In the health sector, the minister said the government continues to build and strengthen healthcare facilities in the country.
Mchengerwa said in 2024/25 the number of primary health service providers increased from 6,081 to 7,713. Of these, 1,158 are clinics, 345 are health centers, and 129 are council hospitals.
He said a total of 129 new council hospitals have been built, of which 128 have been registered, already providing important services, including outpatient and maternal care.
The government also hired 34,720 medical professionals, including 1,851 doctors, 6,546 clinical personnel, 10,213 nurses and 1,488 technicians (radiology, ophthalmology, dentistry, medicines and medicines). Other executives.

Regarding the improvements in transport in Dar Es Salaam, the Minister said by March this year, the Dar Es Salaam Bus Rapid Transit Agency (DART) had distributed 62,000 of the 200,000 smart cards to all 27 stations and installed smart gates.
Mchengerwa said revenue from the business is expected to increase from 100m/- to 120m/- per day after the introduction of smart card systems.
In the infrastructure, the minister said that gravel roads have increased from 24,493km to 44,372.21km, and the length of rural and urban roads built up to the tarmac level has increased from 2,025km to 3,467.30km.
He said the entire road network expanded from 108,946.19km to 144,429.777km, marking a 32.57% increase.
