Locals reported seeing people at schools before the fire broke out. At least 280 years of learners in the classrooms were to be temporarily housed in the school halls. Department spokesman Steve Mabona said the budget does not allow safety at all schools. Security only unfolded in high-risk schools where criminal activity and gang violence were more common.
