Three people were killed in the shooting in Uppsala, Sweden, police confirmed.
The filming took place at a hair salon near Vaxala Square in the heart of the city, local media reported. Reports say the shooter who escaped on the scooter is still running.
Officers are closely connected to the wider community and a murder investigation is underway.
The incident took place on the eve of the Walpurgis Spring Festival, which brings a massive crowd to the city of Uppsala, a city known for its university.
“It all happened very quickly. It just turned into a van, a van, a van,” an eyewitness told Swedish channel TV4.
Another man said he was cooking at home when he heard “two bangs that sounded like fireworks” going out on the street.
He told Swedish television that he was “very surprised and scary,” and soon “a pack of police and ambulances” was cut off from the streets and told people to return.
Police spokesman Magnus Jansson Clarin told TV4 that a police helicopter will take part in the search and find the shooter.
Clarin said train services had stopped in the area to stop the assailants from using them to escape, but they have now resumed.
Police officers are visiting door-to-door to seek further witness information.
Meanwhile, Justice Minister Gunnar Strömmer described the incident on TV4 as “a brutal act of violence.”
In an update on their website, Swedish police acknowledged “general concerns” ahead of the upcoming Wolpurgis celebrations, but their initial review is that this is an “isolated incident” and “no danger to the general public.”
The identity of the victim and shooter is still unknown. However, concerns have risen over the number of recent shootings and gang attacks in Sweden, and the government has said it wants to strengthen the country’s gun laws.
