On April 1, 2025, the African Development Bank appointed Dr. Bahati Sangha as Senior Director and Chief Information Officer of Corporate Information Technology Services.
A Tanzanian citizen, Dr. Sanga brings over 25 years of leadership experience in organisational reform, strategic planning and execution, digital transformation, information systems, and automating business processes across banking and development financial institutions.
He currently serves as the Banking Manager for Business Solutions and oversees the delivery of digital services that support operations, regional and country offices, finance and corporate functions. He is responsible for strengthening business partnerships and driving product innovation in key services areas.
From January 2022 to January 2024, Dr. Sanga served as acting director and chief information officer, during which he led the design and implementation of a comprehensive digital action plan. Under his leadership, the bank has implemented advanced technology solutions, including artificial intelligence, automation of robotic processes, and cloud-based disaster recovery, significantly improving the operational efficiency of financial management, lending and corporate services.
Between 2018 and 2024, he served as the division manager of operations and regional IT coordination, overseeing the provision of technology services to banks’ national and regional offices. From 2013 to 2018, he served as the division manager of client services, spearheading the modernization and standardization of service delivery, improving client engagement and communication.
Since joining the African Development Bank in 2010, Dr. Sanga has been important in promoting digital transformation, providing infrastructure modernization, and implementing innovative application systems to increase business productivity.
Before joining the bank, he served as Director and Chief Information Officer of Tanzania Investment Bank (TIB), leading key technology and organizational reforms, including the implementation of a core banking system and the launch of a nationwide electronic payment and fund transfer network linking 17 banks.
Dr. Sanga is a passionate advocate for leveraging new technologies to enhance financial services and economic resilience in Africa, and has published extensively on digital finance and fintech innovation.
He holds a PhD and a Masters in Development Finance from Stellenbosch
Masters in Computer Science from McMaster University, a South African university, and an MBA from ESAMI Business School. Dr. Sanga also holds a graduate diploma in financial management from the Institute of Financial Management and a Bachelor of Arts in Computer Science from Dar es Salaam University.
