Liberia: Finance Minister Ngafuan declares the end of public sector delays and launches a Deep Dive Reform session

Monrovia – Minister of Finance and Development Planning Augustine K. Ngafuan announces the end of a culture of delays and inefficiency in the public sector, warning ministries and agencies that “there are no more excuses.”

Minister Ngafuan made this bold declaration at the Ministry of Public Works (MPW) on Tuesday, May 6, 2025, during the launch of the new initiative-sector deep dive session. The initiative aims to identify and address obstacles in budget implementation and project implementation, focusing on central ministries and agencies in national development.

“The Liberian people are hungry for progress and the focus on delays is increasingly impatient. We must identify the root causes of these delays and act quickly to resolve them,” Minister Ngafuan said.

Recently returning from a high-level meeting in Kuwait and a spring meeting in Washington, Ngafuan has revealed that Liberia has secured a new financial commitment, including resources to reopen the stalled Gbarnga-Mendikorma Road project. However, he emphasized that external funding is ineffective if there is no internal efficiency.

“We must move faster. We must do so with quality and excellence. Roads, bridges and other infrastructure are essential to our country’s progress. After these sessions, there is no excuse for delay,” the Minister declared.

He praised the Ministry of Public Works for its important role in providing infrastructure, calling it the “elevation of implementation.” However, he emphasized that stronger coordination and accountability across the government is currently unnegotiable.

Public Works Minister Roland Lafayette Giddings, who held the kick-off session, welcomed the initiative and acknowledged that many delays in infrastructure delivery stem from internal weaknesses. He said it was time for the government to “clean their homes” before denounced the development partners and contractors.

The Ministry of Financial Development Planning (MFDP) deep dive session will continue with sessions at the Ministry of Agriculture on Wednesday and at the Ministry of Health on Thursday. Other major government agencies are expected to face similar scrutiny in the coming days.

When he concluded his remarks, Minister Ngafuan slowly sent a clear message that the era of excuse governance was over. “Let’s make that clear. From this point on, delays will no longer be tolerated,” he warned.

The deep diving initiative coincides with the Boaches-led administration’s arrest agenda, which promises rapid, transparent and comprehensive development.
