Harare has announced a debt collection project aimed at residents, businesses and institutions that account for council-owned property that failed to fulfill its financial obligations.
In a statement, Clerk of the town of Harare, Wakame Mabuena Moyo said the recovery process would begin on Monday, May 19, 2025, and includes the eviction of defaulters.
“This includes, but is not limited to, council rental accommodation, council land lessees, security parking users, commercial leaseholders, schools and tenants residing in employers of other entities that occupy council property,” Moyo said.
According to the notice, the process will be deployed in stages, starting with the issuance of a formal eviction notice, followed by the application and enforcement of court subpoena and ultimately of court order emissions.
Moyo said the decision was driven by the city’s commitment to improving service delivery and maintaining sustainability.
“In its commitment to ensuring sustainable service delivery, the city of Harare will take necessary steps to recover all outstanding debts, resulting in eviction proceedings for tenants who have not fulfilled their financial obligations,” he said.
Municipalities are urging all debtors to resolve their balances urgently to avoid legal consequences of evictions.
“Your cooperation in this matter is greatly appreciated as it directly contributes to the city’s ability to provide essential services to all residents,” Moyo added.
The city has not disclosed the total outstanding amount, but it is believed that the city owes millions of US dollars.
