President Adama Barrow, the most compliant taxpayer award recipient of the Gambian Revenue Agency (GRA), highlighted the increasing importance of domestic revenue mobilization, citing a significant reduction in overseas development aid and donor fatigue.
“We cannot rely solely on loans and grants to develop our country. We must build the necessary capabilities to fund our own development agenda,” President Barrow said.
Recognizing this reality, the president said his government has introduced and implemented various policies and strategies to boost revenue generation. He noted that since assuming the office, domestic tax revenue has increased from D7.9 billion in 2017 to D208.3 billion in 2024.
He announced in 2025 that GRA is tasked with collecting revenues of D23 billion.
“I believe this goal is achievable, especially given that D6.7 billion has already been collected in the first quarter,” he said.
He attributed this optimism to ongoing digitalization efforts within the tax system, which are expected to improve efficiency and compliance.
“My government’s goal is to utilize the revenues collected responsibly and to direct every bit of that into public infrastructure and services that directly benefit the Gambians. This is the central purpose of the domestic revenue mobilization (DRM) drive,” emphasized Barrow.
He further stated that GRA’s most compliant taxpayer awards serve as a reminder of the important role taxpayers play in shaping the fate of the country.

“Because of limited natural resources, the Gambia is essentially dependent on a tax-based economy, and taxpayers are the foundation of our development.
President Barrow praised GRA Commissioner General Jank Baderbo and his team for their dedication to tax reform and digitalization.
“Under the guidance of CG Dabo, tax management in the Gambia has been redefine,” he said.
He also thanked taxpayers, especially those who were recognized for their consistency and cooperation.
“Your compliance is not just a legal obligation. It is a powerful expression of patriotism and a commitment to nation-building. Keep up the momentum,” he urged.
President Barrow concluded by reassuring the business community of his government’s commitment to enabling an environment for businesses to thrive.
“We understand the challenges facing the business sector and will continue to work together with you to overcome them,” he asserted.
