Nairobi – The newly formed Central Government Office Police Force (NGAPU) is fully operational after the appointment of Charles Musama as the first commander.
Mutuma, a career officer at the Management Police Department (APS), brings decades of experience and a strong reputation for professionalism. He holds two masters degrees in security management and police studies, and in leadership and security management from Kenyatta University, and currently holds a doctorate in security studies.
As commander, he reports to the Associate Inspector (APS), oversees the deployment of officers and coordinates the operations with the national security goals of the country.
Launched in February this year, NGAPU was established to support national government managers (chiefs and auxiliary chiefs) to carry out grassroots security functions. The missions include suppressing banned gangs, improving community safety, addressing sexual and gender-based violence, implementing high-risk operations, and implementing regulations such as fighting illegal brews and drugs.
This unit also plays a central role in conflict resolution and peacebuilding in areas affected by Communist Party clashes, land conflicts and resource-based conflicts. Additionally, it helps to work with other government agencies to implement national laws and policies.
Ngapu is made up of officers drawn from the Administrative Police Service and was created under the authority of a police inspector. The goal is to bridge the policing gap at the community level by providing a more responsive and accessible security presence.
Public consultations held prior to the launch of the unit revealed widespread support for APS officers, with many Kenyans citing approachability, effectiveness in resolving complaints and less bureaucratic procedures as the main reasons for trust.
