The federal government has approved the dual certification program for federal universities of education nationwide.
According to the Minister of Education, the programme will begin in September 2025, according to Dr. Tunji Alausa, who revealed this on his official X (formerly Twitter) handle.
He explained that the government’s actions are intended to enhance Nigeria’s higher education system and employment potential for graduates.
He said the transformation was made possible by the revised law governing the FCOE, approved by President Bora Ahmed Tinubu in 2023.
Remember that the revised law allows these universities to award both Nigerian Certificate of Education (NCE) and Bachelor’s Degrees in Education.
Alausa said that with this approval, the Ministry of Education had strategic involvement with staff unions and managed the FCOE and discussed the implementation process.
He emphasized the role of teachers as being critical of the development and transformation of the nation.
As the 2025 rollout approaches, the ministry is working with the National University Commission (NUC), the National Board of Education (@NCCE), and the Joint Admissions and Admissions Committee (JAMB) to ensure the success of the double order.
To meet the demands of this new structure, the institution is undergoing a reorganization of key curriculum, staff development, and management.
This integrated model ensures that students will not only be qualified NCES educators, but also graduate with a bachelor’s degree and equip them with a wider academic qualification that is recognized nationally and internationally.
This initiative is an important part of the federal government’s broader education reform strategy aimed at improving the quality, relevance and competitiveness of Nigeria’s higher education system. Stakeholders believe that dual accreditation will help bridge the skills gap, raise professional standards for education, and provide graduates with greater flexibility and opportunities in the job market.
The Minister said, “We are pleased to hold management and strategic engagement with Federal College of Education (FCOES) staff unions.
“We are proceeding with revised acts governing the FCOE as part of our aim to enhance teacher training and improve the overall education.

“As the President says, “Youth are the beat of our great nation.” The heart is the most important organ of the human body, and for it to function at its best ability, our students must be well educated and taught effectively.
“During the conference, we emphasized that the way we educate our students must evolve. The old ways are no longer effective in today’s society. To succeed, we must adapt to meet international standards.
“It also changes the narrative of becoming a teacher, and the wider changes in the education profession. It must be mutually respected among teachers, students, academics and parents. Education is a valuable profession. Without teachers and educators, society is not what we are today.
“The Ministry is committed to ensuring that double mandate will be enforced by the next academic year, beginning in September 2025,” he added.
