South Africa: Limpopo Justice Vacancy Rate Concerns

Minister of Justice and Constitutional Development Mmamoloko Kubayi has identified many vacant seats in the Limpopo Department of Justice as an important issue to be resolved.

Kubayi conducted a supervisory visit to the Polokwane High Court and the Master’s Room on Thursday.

“The Minister noted that these capabilities challenges have a serious impact on service delivery. She made it clear that this is not a failure of the state team, but an issue that requires urgent attention at the national level.

“The misconceptions of public service regulations that delay appointments and create long-term acting roles must be resolved,” the Justice Department (DJCOD) said in a statement.

The Minister made the visit to “directly engage with staff without disrupting the court’s operations.”

“During her walk, the Minister paid particular attention to the management of court files to assess compliance with departmental norms and standards. As even a single missing page can derail the entire case, proper submission was emphasized as the basis for providing justice.

“The Minister also raised concerns about the inadequate infrastructure available to child witnesses, saying that existing facilities are not to provide necessary safeguards to minors who testify before court.

Staff Engagement

To end the visit, Kubayi met with staff to address public complaints, service consistency, performance management and physical infrastructure.

“The Minister emphasized that performance management tools should not be used to support growth and accountability, rather than to sacrifice employees. She emphasized the importance of heartfelt work relationships between colleagues and encouraged teamwork at all levels.

“The manager was asked to lead effectively by ensuring staff is motivated and court users handled dignity and speed. She further emphasized the manager’s responsibility to ensure that people with disabilities have equal access to services, and that facilities that meet their needs need to prioritize.

“She reaffirmed her commitment to restoring public confidence in the judicial system by promoting accountability, professionalism and respect for everyone who relies on the services of the department,” the statement concluded.
